NOTICE TO BIDDERS 

Mariposa County Health and Human Services Agency Invites Bids for the Emergency Homeless Shelter RFP No. 23-01 The County of Mariposa invites sealed bids for vendors to provide a homeless shelter within Mariposa County. The homeless shelter must be located within the unincorporated town of Mariposa. The shelter must have a minimum of 35-beds and a maximum of 50-beds. The County of Mariposa is seeking an experienced professional Service Provider to operate a current facility or secure a facility and run a proposed shelter. The shelter will be a 35-bed to 50-bed homeless shelter that will assist individuals who are experiencing homelessness mainly focused on individuals and couples and may include pets. As the County of Mariposa has higher demographics of older adults than other areas of California, the shelter will provide at least 4-beds and a bathroom/shower that is accessible to those with mobility issues. The Service Provider is responsible for securing the facility and coordinating the necessary County entitlements and environmental clearance in accordance with the California Environmental Quality Act (CEQA). The Service Provider shall be responsible for all new construction or tenant improvements, including preparing architectural, structural, and engineering drawings, obtaining building and utility permits from the County, constructing the physical improvements, zoning requirements, landlord negotiations, and ongoing building maintenance. As noted below, proposals should include a funding plan outlining the estimated cost of acquiring or leasing the proposed facility, the cost of constructing all improvements necessary for the property and building to accommodate the shelter use, and the source of funds for on-going operations (if any outside of this contract amount). The shelter will be open 24/7, operate 365 days a year and provide access to a wide range of programs and supportive services. At minimum, the program shall provide safe shelter, basic needs, and navigation services to move clients out of homelessness and into permanent housing opportunities. Maximum contract amount: $500,000.00.
